Market Updates in China

COVID restrictions were finally eased in Shanghai on 1 June after a 2-months lockdown. It was a day of joy and relief for most of the city's 25 million residents. Businesses, offices and manufacturers can finally reopen, however, it will take the city a while before there is some normality in the supply chain world. Backlogs accumulated since the start of the lockdown may take a while to be cleared. With the piled up volumes that didn't already switched to other nearby ports, the immediate result was an increase in demand for FCL services for a start. Most of the Shipping Lines have already planned Shanghai port omissions for the first 2 weeks of June with the previously unknown situation, so there will be a scramble for space for the export cargoes. The licensed CFS in Shanghai are now working round the clock to clear the backlogs from the imports.

In other parts of China, the situation remains on a roller coaster as partial closures are imposed from time to time as the local authorities move to curb the virus from spreading. The shortage of truck drivers remain a very huge problem in most cities with the harsh containment measures. The diversion of cargo from Shanghai to Ningbo has caused a huge congestion issue in Ningbo, at both the CFS and the port. This resulted in blank sailings, port omissions by the shipping lines and massive disruptions to the sailing schedules. Hopefully, with Shanghai port resuming its voyages, the congestion woes would ease in Ningbo soon.

Over the past 2 years of COVID-19, global supply chain players have learnt a lot. They are now catering for longer transit time and delays due to port congestion and other supply chain bottlenecks. As more vessels from China start moving towards Europe and US again, the logistical challenges will once again move from China to Europe and US.

U.A.E. Government tightens Dangerous Goods regulations in Dubai ports

United Arab Emirates' government agency, Securities Industry Regulatory Authority (SIRA) has tightened the regulation for the ban or restriction of hazardous chemicals (DG) exports or imports in Dubai ports.

All DG related import/export activities must be approved by the SIRA in advance, which the shipper/consignee must obtain and submit the approval documents (SIRA approval) when making their bookings.

This SIRA approval must also be attached to the booking form, along with other DGD (Dangerous Goods Declaration), MSDS (Material Safety Data Sheet), to avoid any issues when approaching EHS (Environment Health and Safety Dept) for approval.

In the case of importing/exporting the units without EHS approval, it will be considered a violation with a corresponding penalty.

The procedure for United Arab Emirates DG imports will be as follows:

  1. For all DG shipments, shipper/consignee should prepare the SIRA approval document
  2. EHS approval must be obtained before the arrival of the import vessel
  3. If the cargo and importer/exporter details and the SIRA approval match, loading the cargo can be confirmed.
